Stockton and Darlington Partnership

Engaged to provide consultancy advice, programme support and project resources to this leading edge Shared Service development, DHRinterim will be working with Stockton and Darlington Borough Council's until October 2008.

The Stockton and Darlington Shared Service Partnership was established following the Councils accepting the findings and recommendations from a feasibility study and outline business plan carried out by Deloitte Consulting in 2007.

The services to be initially included in the Shared Service arrangements are:

  • ICT
  • Design & Print
  • Transactional Finance
  • Transactional HR

The proposals cover the existing work of over 200 staff from both Councils, and is seeking both savings and process efficiencies from the re-engineering of service delivery; a clear focus on the customer, and the implementation of modern technologies.

Throughout the first quarter of 2008 the project activities cover the transitional arrangements for transferring the services from both Councils, into the Partnership vehicle, via a delegated authority arrangement, Lead Authority Shared Service model.

The second quarter of 2008 will see the Partnership formally established and service re-modelling commence.  It will also be the time when the new ICT facilities are opened and commence their service delivery to both Councils.
