Teesdale and Wear Valley District Councils

 

Engaged as Consultant Project Manager for this Department of Works and Pensions funded (DWP) project, Dawn provided support to the Senior Management Teams in both councils.

Assisting in the development of the strategic approach to setting up and implemening a shared service for their Housing Benefits Service.

This work included

  • Confirmation of aims, objectives and outcomes required from a shared service Partnership
  • Development, and exploration of a set of shared service models
  • Producing a cost-benefit analysis for the shared service proposal
  • Quantification of the costs associated with alternative arrangements to the intended public-public shared service (including enhanced in-house provision and outsourcing options)
  • Development of a service mangement framework, including shared service structure, governance arrangements, a supporting service level agreement (SLA), benchmarking and quality review processes
  • Project management (Prince 2 standards), including PID production; project plans; risk and issues logs
  • Servicing the Project Board
  • Provision of an interim Project Manager for the implementation phase (6 month duration)
